Civil Engineers Needed for Third-Party Inspection of Small Civil Works in Taraba State

Introduction

The Nigeria for Women Project (NFWP) is a vital initiative aimed at improving women’s livelihoods in six Nigerian states: Abia, Taraba, Ogun, Niger, Akwa Ibom, and Kebbi. The project aims to empower women economically and socially, addressing the barriers that limit their opportunities. It focuses on creating Women’s Affinity Groups (WAGs) and piloting approaches to improve health, livelihoods, gender-based violence (GBV) prevention, and social norms.

Despite progress, there have been concerns regarding the quality of site monitoring for small civil works under this project. To address these concerns, the World Bank Technical Team (WB-TT) has approved the engagement of qualified civil engineers for third-party inspection of these works in Taraba State.

Objective

The primary objective of this assignment is to provide an independent and professional assessment of ongoing small civil works in Taraba State. The selected civil engineers will ensure compliance with technical specifications, standards, and quality requirements, ultimately contributing to the successful implementation of the NFWP.

Scope of Work

The consultant(s) will be responsible for the following tasks:

  • Technical Supervision: Provide quality supervision of small civil works for various agricultural and non-agricultural value chains.
  • Design Review: Ensure that the design drawings being implemented on-site are consistent with the original specifications provided to contractors.
  • Implementation Consistency: Verify that the construction standards and specifications match those provided in the design documents and Bills of Quantities (BOQs).
  • Site Inspections: Inspect ongoing civil works, report on the quality of materials and construction stages, and provide detailed progress reports.
  • Completion Timeline: Assess and provide information on the expected date of completion based on site inspections.
  • Engineering Support: Assist in making engineering decisions in consultation with the site consultant or state monitoring team.
  • Final Inspections: Conduct final inspections of completed works and provide comprehensive reports.
  • Reporting: Submit weekly and monthly updates, including photographs and recommendations.
  • Adherence to Policies: Ensure compliance with all safeguards, anti-corruption policies, and codes of conduct.

Qualifications Required

To be considered for this assignment, applicants must meet the following criteria:

  • Professional Experience: Minimum of 7 years of experience in civil engineering, particularly in projects of national significance related to building construction.
  • Technical Expertise: Knowledge of procurement, tendering, contracting processes, and technical construction schedules and drawings.
  • Communication Skills: Proven ability to provide high-quality written reports and effective verbal communication with senior government officials.
  • Interpersonal Skills: Ability to manage conflict and work effectively with multidisciplinary teams.
  • Location: Must be familiar with and resident in Taraba State.
  • Educational Background: Bachelor’s degree in civil engineering or equivalent professional experience (evidence required).
  • Professional Membership: Membership in COREN or other relevant professional bodies (evidence required).
  • Licensing: Up-to-date professional licenses (evidence required).
